Third Meeting of the Steering Committee Held

The Third Meeting of theSteering Committee of the Project "SANCHAR: Support for Accountable National Institutions for Citizen’s Access to RTI"was held on 18th May, 2015 (Monday)at Aryal International Hotel, New Baneshwor, Kathmandu. The attendees of the Meeting involved Mr. Taranath Dahal, Chairperson of CCRI, Ms. Yasodha Timsina, Information Commission of NIC, Mr. Tanka Raj Aryal, Executive Director of CCRI, Mr. Shreeram Pant, Former Secretary of NIC, Mr. Khem Sapkota, Executive Director of Vijay Development Resource Centre, Nawalparasi, Mr. Krishna Sapkota, Executive Director of Freedom Forum, Mr. Narayan Prasad Bhattarai, Chairperson of Karnali Self-help Development Forum, Kalikot, Mr. Khila Nath Sapkota, Executive Director, HOPE Nepal and Mr. Balaram Dahal, Finance Officer of CCRI. 


In the meeting, the agendas involving the progress of the Project “SANCHAR” was accessed. Similarly, the impact of the Devastating Earthquake of 23rd April, 2015 upon the project was also discussed. Additionally, the operation of RTI Centre in the premise of NIC was also discussed for its alternative. 


The representatives of the Strategic Partner CSOs held that the overall progress of the project activities is satisfactory. The activities involving the Development and Declaration of RTI Friendly Model Agencies have been obstructed due to various technical reasons. 


Furthermore, the meeting also held that the Devastating Earthquake of 23rd April, 2015 has directly or indirectly affected the project while HOPE Nepal is not in the condition to carry out the preset project activities at the current situation. Hence, the Meeting decided that alternative activities linking RTI and post-disaster situation would be developed and implemented. For other strategic partner, the project activities would be carried out with due response towards the disaster due to the earthquake. Issues shall be jointly discussed with the Governance Facility to modify the remaining project activities for addressing the effects of earthquake. Furthermore, the Meeting also decided that the consultations necessary for restructuring the project activities as well as budgetary issues shall be finalized after discussing it with the Governance Facility. NIC shall be consulted as per necessity. 

In the agenda involving the relocation/temporary settlement of RTI Centre, the Meeting decided that as the building of National Information Commission (where RTI Centre is established) has been partially damaged by the Earthquake, RTI Centre shall be temporarily arranged within the premises of NIC. Necessary consultations from NIC shall be sought. 

For responding to the devastating earthquake and also for symbolically pressurize the Government of Nepal to conduct the relief work with due transparency and accountability, the meeting decided to collect voluntary fund from the nationwide RTI Networks and the member CSOs of the National Coalition on RTI to be deposited in the Prime Minister Disaster Relief Fund. CCRI shall work as the Secretariat for the collection of funds from RTI Networks all across the country and hence deposit the collected amount to the Prime Minister Relief Fund.
