​CCRI facilitates Information Commissioners of Pakistan in Nepal

CCRI facilitated the team of 4 delegates from the Information Commission of Khyber Pakhtunkhwa, Pakistan in a Learning Visit to Nepal from 23rd February-3rd March, 2015. The team consisted of Mr. Khalid Muhammad Sahibzada, Chief Information Commissioner, Mr. Ullah Kalim and Mr. Abdul Mateen Information Commissioners and Mr. Atif Muhammad, representative of the World Bank. The main purpose of the Visit was to learn about Nepali practice of RTI, efforts at CSO level to promote RTI, role of National Information Commission. Section 24 of the Khyber Pakhtunkhwa Right to Information Act 2013 provides for the appointment of Chief Information Commissioner and Information Commissioners.

On 24th February, the Team visited the CCRI office where Mr. Tanka Aryal, Executive Director of CCRI made a presentation on the status of RTI in Nepal and the activities being conducted by CCRI in order to promote RTI in Nepal.

On 25th February, the Tteam involved in an interaction with chiefs and information officers of the District Administration Office, Bhaktapur, Bhaktapur Municipality Office, District Police Office, Bhaktapur, District Development Committee, Bhaktapur and journalists to learn and exchange about the perception of public officials and journalists towards RTI Act and also about the situation of implementation of information seeking and disseminating. Similarly on the same day, the team also visited the RTI Group of Bhaktapur where learning and exchange of experiences among the participants in terms of using RTI were held.

On 26th February, the Team visited the RTI Centre, Kathmandu to learn about the services being provided by the RTI Centre.

The Team also met with the Chief Information Commissioners and Information Commissioners of NIC and talked about the prospects and challenges which both the Information Commissions of Nepal and Pakistan. In the meeting, Mr. Krishna Hari Banskota, Chief Information Commissioner of NIC briefed on the role of NIC in the protection, promotion and regulation of RTI in Nepal. The questions raised by the delegates were duly addressed by Mr. Banskota. The team also met with the Secretary of NIC to learn about the situation of execution of Decisions of NIC.

In order to learn about the RTI practice by local RTI groups in different parts of the country, the Team was led by CCRI to Kaski District on 27th February. Human Development Forum, Kaski facilitated the team and organized a meeting with the chiefs and other officials of different public agencies as well as RTI Activists of the District.

From 27th February-1st March, 2015, the team involved in an experience sharing and learning programs the officials from government agencies, CSOs representatives, journalists, RTI Activists and student activists on the situation of RTI in Kaski district as well as other relevant experiences. The program was jointly organized by CCRI, Human Development Forum, Kaski and Federation of Nepali Journalists Social Justice and Legal Aid Committee. The program ended up with a Press Meet.
