Workshops on RTI Held

Citizen's Campaign for Right to Information (CCRI) organized two "One Day Training Workshop on Right to Information" in the western city of Nepal, Pokhara on 19 and 20 December 2010. The workshops were framed with the objective of raising awareness among demand side and building capacity among supply side. Representatives of the civil society organizations and information officers of the public agencies were key target of the workshops. The event was coordinated by Human Development Forum, an NGO based in Kaski District.


The workshop was inaugurated by the Treasurer of Nepali Congress and former Deputy Speaker of the Parliament Mrs. Chitralekha Yadav. Mrs. Yadav, in her inaugural speech, highlighted the importance of right to information and stressed the obligation of both demand and supply side to be proactive for effective implementation of right to informatio. She further said that "the delay in dissemination of information is denial of information". During the session Chief District Officer of Kaski Mr. Sambhu Koirala, representative of National Human Rights Commission and other NGOs also spoke about the importance of right to information and its use in the transitional period.


The training workshop was facilitated by the general secretary of CCRI Mr. Tanka Ayral and executive member Mr. Nayan Bahadur Khadka. The first day of the workshop, in which 40 participants representing various NGOs from Kaski and neighboring different districts had attended, was focused on the demand side or the civil society group. The training was divided into different sessions including international and legal aspects of RTI, procedures of obtaining information, benefits from the use of RTI and the way forward for the effective implementation of RTI.


Second day of the workshop was designed for the information officers of the public agencies. 32 Information Officers from different public agencies including Nepal Army, Nepal Rastra Bank, National Human Rights Commission, Kaski District Development Committee, Pokhara Sub-Metropolitan City, District Administration Office of Kaski had participated in the workshop. Sessions were divided into different themes including on obligation of public agencies regarding proactive disclosure, rights and duties of information officer, information dissemination cycle under the RTI Act. Further, open discussion session was held on making information friendly environment in public agencies for easy access to information.


The closing session of the workshop was attended by senior public officials and representatives of civil society. Chief District Officer of Kaski, Mr. Sambhu Koirala, Secretary of Appellate Court Bar Association, Mr. Krishna Prasad Timilsena, Central member of Federation of Nepali Journalist, Rabindra Bastola and other senior government officials were present. As a final point, participants had unanimously expressed their commitments to initiate and target their future endeavors for the effective implementation right to information and to develop Pokhara as information friendly city.
