CCRI facilitated the Learning Visit from Bangladesh

CCRI facilitated the team of 11 delegates from Research Initiatives Bangladesh (RIB) for a Learning Visit to Nepal from 7th December-13th December, 2014. The main purpose of the Visit was to learn about Nepali practice of RTI, efforts at CSO level to promote RTI, role of National Information Commission etc.

On 8th December, the Team visited the CCRI office where Mr. Tanka Aryal, Executive Director of CCRI made a presentation on the status of RTI in Nepal and the activities being conducted by CCRI in order to promote RTI in Nepal. On the same day, the Team also visited National Law College (NaLC) where Mr. Ram Krishna Timalsena, the Executive Director explained about the efforts made at CSO level to popularize this right among local level people.

The team also visited the RTI Group of Bhaktapur where learning and exchange of experiences among the participants in terms of using RTI were held. The team also met with the chiefs and information officers of the District Administration Office, Bhaktapur, Bhaktapur Municipality Office, District Police Office, Bhaktapur, District Development Committee, Bhaktapur and journalists to learn about the situation of information disclosure.

On 9th December, the Team visited the RTI Centre, Kathmandu to learn about the services being provided by the RTI Centre. The team was facilitated by Mr. Saroj Bista, Project Officer of CCRI while Ms. Pragya Tiwari, RTI Centre Officer made a presentation about RTI Centre, the latest status of the services provided. Ms. Tiwari also shared some of the significant cases where RTI Centre had facilitated in order to attain a significant result of change. The meeting was followed by an interaction with the officials of NIC where the Secretary of NIC Ms. Jeevan Prava Lama presented on the role of NIC in the protection, promotion and regulation of RTI in Nepal. The questions raised by the delegates were duly addressed by Ms. Lama.

After the interaction at NIC, the team visited Freedom Forum on the same day in order to learn how it has been promoting RTI among media personnel. The team was facilitated by Mr. Krishna Sapkota, the Executive Director of Freedom Forum and Mr. Nodanath Trital, Project Officer at Freedom Forum.

On 10th December, the team observed and participated in the Morning Rally on the occasion of 66th International Human Rights Day 2014. After the Rally, the Team met the Former Acting Chief Information Commissioner of the National Information Commission, Mr. Shree Acharya to seek his experiences in the implementation of RTI Act as a Commissioner of the Commission. The Team also met with Mr. Sharada Bhusal, an anti corruption activists, to know how RTI can be used as a tool to fight against corruption.

In order to learn about the RTI practice by local RTI groups in different parts of the country, the Team was led by CCRI to Kaski District on 11th December. Human Development Forum, Kaski facilitated the team and organized a meeting with the chiefs and other officials of different public agencies as well as RTI Activists of the District. On 12th December, an Experience Sharing Program with the Team was organized where the participants of the program viz, officials from government agencies, CSOs representatives, journalists and RTI Activists shared the situation of RTI in Kaski district as well as relevant experiences. The program was jointly organized by CCRI, Human Development Forum, Kaski and Federation of Nepali Journalists Social Justice and Legal Aid Committee. The program ended up with a Press Meet on the same day.
