Interface Meeting Held in Kalikot

Karnali Self Development Forum-Nepal (KSDF) in collaboration with Citizens' Campaign for Right to Information (CCRI) conducted an Interface Meeting titled “Effective Implementation of RTI for Good Governance” among representatives of civil society organizations in Manma, Kalikot on 24th July 2013.


The interface meeting was conducted under “Improve Effective Implementation of RTI in Nepal to Promote Good Governance Project” at the conference hall of District Development Committee, Kalikot.


The objectives of the interface meeting were to know the status of implementation of RTI in local level, to discuss on the provisions of RTI Act 2007 and to pressurize stakeholders to comply RTI Act and also to identify the ways on how RTI can be used to minimize corruption in local level.


Along with media persons, politicians, students and other civil society actors Chief District Administration Officer-CDO, Mr Kishor Kumar Chaudhary, Acting Local Development Officer, Mr Durga Prasad Chalise, District Education Officer, Mr Bishnu Prasad Tiwari also took part in the meeting. The total number of participants was 64.


The meeting was facilitated by the KSDF’s Chairperson Mr Narayan Prasad Bhattarai and Project Coordinator Mr Kahgendra Bhattarai. Facilitators duo presented on the RTI Act 2007 covering the definition of public agencies, definition of information, importance of information, provision to appoint information officer, process to file and seek information, mandatory provisions to provide information, characteristics and types of confidential information and right to appeal against public agencies for their indifference to provide information of public concern and entitlement.


During the program participants perceived RTI Act as an importance tools to minimize corruption and make public agencies more transparent and accountable. They also agreed on the importance to pressurize public agencies to comply RTI Act.


According to the KSDF’s source, the Interface Meeting has been considered meaningful to share on the inception of the project among stakeholders and aware youths, students and other stakeholders on RTI Act. Most importantly the meeting was worthy to draw the commitment of Kalikot’s Chief District Officer, Kishor Kumar Chaudhary. He has committed to instruct Chief of Public Agencies to appoint Information officers in their respective offices within 15 days. Similarly, Mr Tularam Pandey who happens to be district reporter of Kantipur National Daily Newspaper and Advisor of Federation of Nepalese Journalist(FNJ) filed and RTI application immediately after the Interface Meeting. He has filed information at District Development Committee (DDC), Kalikot seeking the information on the unsettled financial expenses of DDC and persons involved in it. Likewise students felt awakened by the program and committed to use RTI as tools massively in future.


Similarly, the organizer and the participants concluded on the importance to simultaneously aware Information Officers and general people on RTI to improve the effective implementation of RTI in Nepal.
