Capacity Development Training for Strategic Partners held in Dhulikhel

Citizens’ Campaign for Right to Information (CCRI) organized five days capacity building training entitled “Capacity Development Training on Right to Information and Project Implementation” for nine strategic partners under Improve Implementation of RTI to Promote Good Governance (Phase II) from 25th to 29th June, 2013 in Dhulikhel, Kavre.


The objectives of the training were to capacitate the human resources of strategic partner organizations on Right to Information and to ingrain the clear, common and comprehensive ideas and understanding to implement the project activities in their respective regional locations.


Two participants from each eight strategic partners successfully completed the training. Integrated Development Fund (IDF) Jhapa, Youwa Sarokar Nepal (YCN) Bara, Vijaya Development Resource Center Nepal (VDRC-Nepal) Nawalparasi, Information and Human Rights Research Centrer (IHRC) Nepalgunj, Karnali Self-Help Development Forum-Nepal (KSDF-Nepal) Kalikot, and Far-West Media Development Centre (FMDC) Dhangadhi, Freedom Forum, Kathmandu, and HOPE Nepal, Kathmandu were among the participants. Each strategic partner organizations send two participants for this program where one was Project Coordinator while the other was from either Finance department or the member of Executive Committee.


The first three days of the training were exclusively utilized to enrich the understanding of the participants on Right to Information whereas last two days were used to discuss and make common understanding on project implementation.


On the Right to Information issues;  theoretical understanding, RTI Laws in Nepal and Decisions of  National Information Commission (NIC) and Supreme Court, Promoting RTI in Collaboration with Media, Role of National Information Commission to Implement RTI, RTI Campaign in District and Local Level, Information Management, Importance of RTI to Promote Transparency and Accountability and Governance in Local Level, RTI and Issues of Local Governance, and Collaboration and Coordination with Stakeholders to Promote RTI  were minutely discussed with different examples in Nepalese context.


On the project implementation issues; Financial Management, Internal Control System, Fraud and Corruption related issues, Financial and Narrative reporting, common understanding on project activities and implement patterns, Project Planning, and different ESP guidelines were discussed and made participants capable to practice it.


The training was facilitated by prominent Resource Persons Mr. Kashi Raj Dahal, Coordinator of RTI Act 2007 drafting committee, Mr. Shree Ram Panta, Secretary of National Information Commission(NIC), Ms. Sabita Bhandari Baral, Former Commissioner NIC, Mr. Tarantah Dahal, Chairperson of CCRI, Mr. Tanka Raj Aryal, Executive Director of CCRI, Mr. Dharmendra Jha, Former President of Federation of Nepalese Journalist(FNJ), Local Development Expert, Mr. Nayan Bahadur Khadka, RTI Lawer, Mr. Baburam Aryal. Mr. Pustak Ojha Line Manager of the project and Grant Manager of Enabling State Program (ESP) Mr. Sourabh Pradhan, ESP Team Leader Mr. Phadindra Adhikari also shared the concerns of ESP on the current activities regarding the project, the expected outcomes from this project and future plan to work on RTI issues with participant's organizations. Mr. Adhikari shared that this was just the beginning working collectively with different partners on RTI and hoped to prove this collaboration more strong in the upcoming days.


This training has been perceived meaningful and successful to provide clear insight about RTI and empower participants to run the project effectively.
